Cloud credits are a great way for IT to manage rogue IT spending by the business. This leads to issues about managing the spend, as well as compliance with the company IT policy, customer, and regulatory compliance as well. By pre-purchasing credits, the business can be permitted to use credits on a managed basis.
I really like this program, and would adopt it given a chance. However, we are yet to develop a policy that enables cloud hosting of applications and data, permits shared access to cloud resources, and establish appropriate chargeback mechanisms. Once these are done, I would establish a baseline for the annual spend, and seed the company account with pre-purchased credits. These credits would be provided to business functions as needed. Doing this ensures data compliance, as well as limits the spending on IT services by our business groups.
